The situation is actually much worse than you even theorize. I have mates that are lawyers and deal with DPP on the regular. Not only is there pressure "from above" to prosecute cases based on statements alone, they have people on the payroll who are aggressive towards cases where there is no evidence besides human statements.
There is active pressure to prosecute cases with extremely little evidence if the case type as purported by a supposed victim is on the agenda. And the reason isn't to get these people into jail but to bankrupt/destroy the other party in other ways.
