The other half covers the cost of transmission (or so they say). Could be NSW gov tarting it up for another attempt to sell it.
Looked at another way ETS will result in 7% rise per year for three years. The plan is that those least able to afford it will be compensated. For the rest of us its an extra $30/month after three years.
