The phase-II was an open label study with all the biases that come along with knowledge of who is on the experimental therapy. This impacts both patients and clinicians. The phase-III was double blind and is therefore better controlled for biases.
The phase-III readout is a much more reliable indicator of efficacy than the phase-II.
