It looks like Gustav will provide for at least one major contract up for tender. Louisiana Offshore Oil Port (LOOP), a port which temporary stores oil for tankers too large for the inland ports. LOOP is directly in Gustav's path.

Even if a majority of LOOP is replaced rather than repaired, engineering services, at minimum, will still be engaged to weld the pipes which connect inland. Given the size of this particular port, it would be a massive job.
