It might be so, but he is not alone in that office either and, from what I red, he also has a Company Secretary which could easily get instruction from him and answer the queries put forward by an owner of the Company or a multiples of them.
Sorry mate but that is a very poor excuse and response.
If you are working for someone (I assume that you are not sel employed in this case) and you get asked a question by your owner boss, I am sure that you would do your best to answer it. And if you have a Secretary and you are too busy at the time, you would do your utmost to get her/him to offer an answer or simply explain that currently you are busy but that you will attend/ answer at the first opportunity.
