Sounds like commen sense for it to work that way but they did change from Malaysia, where there seems to be more in the way of incentives and less obstacles, (not sure about the difference in political risk) to Darwin so got to wonder if they were given a "guarantee" of sorts, by the previous NT government, that they couldn't refuse??
