Simply, this BAM proposal has been in process since June. Certain parties were privy to the recap details but the general market was not. The lack of disclosure is obvious.
Once BAM were in communication with BBI about a recap proposal, how serious were BBI about selling DBCT and PD Ports? Yet, if one reads their announcement on the full year result, they were "expecting binding bids" shortly. Absolutely not even a hint that the sales process was dead in the water.
