Probably because their future is mapped so there is nothing to expect other than quarterley interest payments.
Some are higher risk than others but only by degrees but all rank ahead of shares but otherwise last in the list.
Usually pay quite good rates better than bank deposits or most other deposits.
For higher risk and better returns people look to shares paying dividends plus imputation credits.
