Its interesting that you mention ADRs.

IMO their objective before 2016-17 was to
protect local manufacture..ie: take the EC standards,
tweak a flyshit so that they would not be fully acceptable
in Aus. As such it stopped the importation of used pommy cars.
(The ADR regulations in summary says that the car has to conform
to ADRs at time of being first introduced to the Aus Market)

IMO the current ADRs in as much as they differ from EU/Jap standards
are there to keep a "Taj Mahal" of engineers and civil servants in a job
in Canberra. For example , these gods of vehicle safety have taken
the UK/EU NCAP vehicle crash test safety testing/results ..tweaked
then and hey presto, called them ANCAP!

You have to seriously ask: Are the Poms , the Frogs or the Germans
less safe in their cars than Aussies? IMO no.

Similarly with the DOT Canberra refusing to accept Japanese motor vehicle safety
and vehicle security standards, If it did then we'd be allowed to import any
used Japanese vehicle instead of the current regime which restricts us to "orphans"
