IMO a CO2 rego regime will be implemented before an EV road tax.
New Cars manufactured after 2010 all have official CO2 ratings.
Europe has CO2 rated Refos with cars emitting more than 140 gas/klm
pay extra rego. Rego rates up to 140 are moderate but they climb steeply
if they are higher than that.
So in summary and in accord with the country's graduated path to net zero
emissions (carbon neutral) by 2050 (both parties are agreed ) that rego fees and
transport fuel tariffs will be hiked to compensate for the loss of government revenue
due to the increasing %age of EVs on the road.
Europe is doing it already and has been doing so for years and we all should know by now
that what happens in Europe happens here within a decade. (What happens in Paris doesn't stay in Paris!!!)
