Just front end loading the Co2 input & changing the point when C02 is released to atmosphere

Co2 level will not go down due to EV production.

If every car on the planet today was replaced with an EV ....are you seriously saying C02 level woul dbe down before a wheel is turned...If Yes to that question, you need to do more research.
