It seems the EV take up in Russia is also one of the last things for it's residents (ditto for Ukrainians) - cost of living expenses are like the pandemic - spread across the globe.
Some know the value of keeping their trusty ICE vehicles that served and serve them well.
Just on that, where will all the ICE vehicles that Norway (amongst other places) does not want end up in - littering the countryside or landfill - doubt there's enough recycling. All those wasted cars and resources - first, being pushed on people and then pulled. I believe there is a push-pull amplifier and such are worthy of praise. As for EV', no thanks, not praise worthy. AMO
