Hey Boomer, you could probably pick up a second hand 2nd gen Nissan leaf ZEV1 for $20k or under. Would probably have around 250km range and be great as a city runabout.
A second hand 1st gen Nissan leaf can be had for around $12k, but wouldn't be doing 200km anymore.
