Volvo now is a Chinese owned low volume producer and as such it has to be market driven. And of course this is the reason Makers change CEO teams; it gives them an opportunity to change. Toyota recently changed CEO and then started to produce BEVs where the former CEO said that that wouldn't happen....just hybrids.
The bottom line compromise here is that 90-100% of Volvos by 2030 will have a charging cord attached which, IMO is ahead of what other ICE car manufacturers are predicting. You seem to be concentrating on the tail (the 10% either PHEV-ICE) and not the dog (90% BEVs)
