IMO once the Government/City Councils begin to
interfere in peoples access to the CBD, they first should supply the solution
like free Electric Buses running every 10 minutes. and free fringe car parks
with a free shuttle service to the centre of the city.
I was in Avignon in France 8 years ago and that's how it was with the exception
of essential services and tourist buses.
