And traffic issues - while this is a little dated, it highlights issues of massive car ownership and despite road builds, ginormous traffic jams:

Interestingly and disturbingly, just one incident in peak hour traffic can cause such chaos - the mighty 'power of one' comes to mind.
I was fortunate to live away from Sydney but still be close enough to be accessible - used to chuckle at going down to the city at holiday or long weekend times as invariably met miles of traffic coming in the opposite direction often at walking pace due to merging lanes etc - whilst having a 'free' run down - the opposite happening on returning.
With incidences of EV's and their battery's thermal runaway capabilities - can you imagine if such happened in the middle of a tunnel during a slow crawl??
If you want to address so called 'climate change', turning to EV's is not the solution but will add to the problem - providing more and efficient public transport would be a good start and then changing driver behaviour and ideas of consumerism - perhaps trade a little of the 'convenience' to some 'inconvenience'.
Perhaps the following may give an idea of changing 'opinions or rules':
Note that George St had electric trams and note the absence of traffic lights, parking meters, monitoring cameras and even lane markings - the tracks were later pulled and the road was used by cars and buses and a few years ago tracks were laid down again for light rail - at the time of my visit it was a work in progress. Think of how much money has been wasted on changes.
The trams shown in the video were popular and highly patronaged, so why were they discarded?? Trams ran past the Queen Victoria Building (QVB), I believe the magnificent building itself was at one stage going to be demolished but pleasingly it was refurbished instead.
Bear in mind too, that there were no political mandates to force one out of any type of car ownership. Times sure do change. AIMO
