It's a combination of factors, Heavy Vehicles for sure but also the sheer number of vehicles on the road. I was at a job for 15 years and when I started it took 45 minutes to get to work, 15 years later travel time had blown out to 1 hour 10 minutes. Growth in traffic the cause.
Also road works are done at a cost, roads could be made better but the costs blow out.
