This time around, ECT are building the plant regardless of the government funding, last few times we were waiting on a decision from the power above. ECT has one mission... Build the plant.
Those that are stuck in the office or at home can use what we already know and apply for a small slice of the billions on offer. The upgrades for the plant are all about efficiency of the product which is used to clean up the environment, so ECT should be seeking grants on many levels IMO.
