It sure does. Its a gigantic waste of money and there have been articles written about it. The sequestration of the CO2 emmissions comes at a questionable cost and benefit overall.
The whole project is a dud. They can try for a 40ktpa Hazer plant and run the trial again if they like though! It will be a better system but the real make or break numbers don't change at all.
