Not necessarily. They probably only partially loaded the reactor for the earlier runs and also probably weren't worried about the quality of the graphite produced. If they have 2 tons produced ready for testing, it could mean that they've optimised the reactor. It would be really nice if Glen could be more forthcoming. I guess he has his reasons.
