If you look into permits etc., the fuel cell does appear to use all the produced H2 as a power offset onsite. Only a negligible amount of H2 ends up as tailgas in the flare stack.
The CDP site is apparently able to produce over 100,000 litres of clean water annually, which would have to be coming out of the fuel cell.Hazer would use some of the energy, and perhaps Water Corporation uses the rest, but it's unknowable since details of their contract are confidential.
