    Benny,
    Producing Hydrogen from water through electrolysis requires more electrical energy than what you get out of burning the hydrogen. So no matter how cheap your electricity gets its always an energy loss to produce hydrogen through electrolysis. You're better off using that electricity to charge one of those new fancy lithium battery cars.
