Having done business and worked in China on and off for many years it will take Cougar (and any other company for that fact) 2 - 3 years to get a project out of the ground.
The you've got to have the right business partners who are either divisions of, or have agreements with, central government owned companies (e.g. PetroChina etc) or major energy or coal companies who are partly owned by the central government anyway.
Cougar needs access to coal and all the coal resources in China and Inner Mongolia are regulated through the central government. Regional governments have no authourity in China over resources such as coal.
I see nowhere in the compaines that Cougar is dealing with in China that they are related companies to any major state owned or major energy company otherwise Cougar would have made this fact known.
IMO until Cougar tie up a deal with a major in China, nothing will happen for them except a lot of talk and promises.
It's just how business is done in the resource and energy sector in China.
