yes, this is a bit different from previous commentary, as I recall. The development forum previously had been described in HZN quarterlies as an outstanding item/precursor to issue of the PDL. Now HZN is saying that the PDL can be issued prior to completion of the landholder forum. I remember talking to company management in late 2012 or early 2013 and they were saying, then, that they were about to start the development forum......
In the meantime, while we're waiting around for something to happen on Stanley, CMT.AX is another PNG player worth a look at
