Similar thing happened on Beibu in 2012. Everyone was sweating the NDRC approval - HZN had been given verbal approval but they didn't have the signed document, so they buried the comments on NDRC approval in the notes to the financial statements, rather than put out a release, and only a few keen eyes picked it up. In that case there was no TH though.
