My understanding was Suncor had previously foot the bill and HZR provided the tech and the staff to design/turn on. I note below that it looks like once the FID has been completed we will likely announce a new partner also (not impacting our capital commitment). See below from 10/7:
" Post FID, the project will be materially de-risked presenting a commercial opportunity to bring in new strategic partners, some of whom had previously already expressed interest. There is therefore no expected material change to Company’s capital commitment to the project."
