I would agree that we need a bounce, but you're not quite correct. On April 30 the shares finished trade at .36, the day before the trading halt of May1
On Friday May 16 the shares finished at .41 which represents a 14% rise since the KBR announcement.
The rise actually began on April 10 when the shares began trading at .28
So presumably someone knew (as usually happens) about the deal well before it was announced.
Expanding the chart out to about 4 years will indicate the longer term trend, explaining lack of current interest.
