The chart does show a bit of an accumulation pattern in the last little while and the orders do appear capped (not stacked) on the sell side.
By that I mean there is a persistent big order that sits just above the price at which the sales are happening, forcing holders who want to sell, to go under that big "cap" order price to sell, providing volume to the accumulator at the price they want to pay. The cap order is often protected by a small order by the same trader at the same price, sitting just above the cap order. When that parcel is sold the accumulator's computer instantly pulls the cap order. There is often a big buy order that I call a "net" just below the action, to take advantage of any seller wanting to dump out.

As a result of the cap and net orders, either side of the target price, the goes goes sideways for a while in a narrow range, when you might otherwise be expecting the price to rise.

And yes, in leaky companies, you do often see this pattern before positive news. Or it might be that the accumulator is confident the new is inevitable. Either way, I consider this pattern positive.
