I think I have followed your train of thought, but don't think shorts work quite that way
A trader takes a short position by borrowing 100,000 shares from a broker that lends out shares. (at an interest rate)
They are then all sold on market for best available price, cash is now in the shorts pocket.
When/if the share price drops, the short buys back the 100,000 shares with the cash in pocket, and then gives the 100,000 shares back to the broker that lent them out
The short profits from the difference between sell price and buy back price
