Shorting itself is not a problem, investors have a right to pick if a share is in their opinion going up or down, and invest on that.
Sometimes a form of hedging for holders of shares, a short insulates them against a severe down turn in the equity
Where it becomes immoral is when troll teams in conjunction with shorts manipulate the price down, with disinformation and trading algorithms set to lower prices
Shares are lent by brokers, and institutions, who obtain a fee for themselves and the share holder.
An investor can authorise their shares to be lent out by their broker and collect a small fee in return
