Without going into great detail, the U is partially bound within the chemical structure of the mineral Steenstrupine - the mineral containing REE's.
The technology for liberating the U and REE's is well known and straight forward. Separating the U from the REE stream, and returning it along with the waste rock and other tailings at a concentration similar to the original ore body is not difficult. This technology is not new, and there would be no need on the part of GML to explain how this could be achieved.
If the U is dealt with in this manner, then you could in no way suggest that the U is being Exploited which is the key word.
