If you read the offer and the announcements carefully.
The retail offer was UNDER subscribed.
Notwithstanding this they capped over allocations to individual retail investors at 50% of their holding.
That is a reduction if you applied for say 100% and it is an unnecessary proration because overall retail was under subscribed.
They took the surplus stock and gave it to their mates.
That is a fact. No interpretation or losing it required
