My point was that they scaled back the overall size of the retail offer in order to allocate more the HOPU and institutions.
That is indeed a change in the rules after the fact.
The offer included a right for retail to request additional shares if the offer was undersubscribed. It was materially undersubscribed.
The offer was undersubscribed but the scaled back retail anyway in order to allocate more to their preferred shareholders.
