because throughout the PR KCN used phrases like 'entering the final stages', and had a very positive tone. it would be extremely unlikely - foolhardy, even - for a management team to put in details like this if they weren't nailed down, during a fractious, multi-year negotiation. added to this is the specific history of KCN management with regard to this issue, as I mentioned (extremely cautious with information sharing and not over-stepping their bounds).
this departure in tone and form from prior history suggests, to me, the Thai govt implicitly sanctioned the content of the PR. it would be only sensible for the co to run the content by the Thais before publishing in this way.
