So he doesn't state that they've acknowledged that they were previously in breach of rule 3.1 or apologise to investors. Instead he tries to slip this by the reader / dress it up as positively as possible. Obviously he has no clue that this stuff would infuriate anyone with half a brain further.
They couldn't lie straight in bed these guys.
