The difference between the companies u mentioned and cto is that cto is a "family business" and the pride of the family prevent them to do what they should do. More than this, shareholders are paying for this pride of holding a non-profitable mine. In this scheme everyone is happy: the family, workers, the town and amazingly the shareholders are also happy!
I hope one day I will be able to figure out why shareholders are happy - at the moment I am puzzling :)
