she was head of DISPLAN she learned before she left there was a catastrophe and would be loss of life. I don't think her actions are defendable in any way, shape or form. She also didn't take notes during the day and failed to ensure communities were notified as was the police's role. She assumed it had been done.
Too many that day thought someone else was doing it.
