AVO have enough problems with DIO and RMS, so doubt they want more problems.
CC once mentioned that if the likes of AVO were going to bid, they would have done that before October. Also mentioned, after the DIO saga, they would next time use more appropriate means of dealing with competitors. i.e. talking face to face instead of hostile.
