From Spawk's discussion with Parks last week (OEL thread):

"Cyclone activity anywhere in vicinity of Philo causes ocean swells in Palawan; existing support vessel unable to cope w precision work in big swells.

* New vessel w capability to deal with greater surface swells joins Galoc project end of this week (already announced). Then it's a simple process (hours) to connect sub-sea components. Final (legal requirement) checking around 3 days safety before everything finally rechecked, then first oil."

If going to plan, they must be already connected up and in the safety checking stage now?
