    Welcome back,
    While you were in Readland,there were some worthy posts regarding the 6 Licenses LYC has to fullfill.
    The first two (approved) refer to the construction of the Plant.
    The third is the Pre Op. License.
    Imagine the 4th is the Operations License.
    The Pre op. license has already had its fair share of Publicity..and on hold till IAEA report.
    To keep it village simple.
    Replace LAMP with a car.
    In sept.the car will come off the assembly line.
    Before any passengers can drive it..it needs to be turned on.
    A pre Op. report will be made out..after,checking the brakes,lights,indicators,cooling system,all the guages,etc.
    As the car is state of the art,you would exspect all ticks.
    Now the Operating Report.
    For that the car now progesses to testing on a track,now if all the pre op. was done thoroughly,the car should test positive under extreme testing.
    The car and the monitoring systems are checked and rechecked.
    To do this ore will need to be sent to thev LAMP..by Sept. or when plant completed..
    That leaves 2 more Licenses to go.
    Thats where the delay will occur..not with production but the issue of the remaining Licenses.
    This way its an out for the Gov. as they can continually monitor the plant and report publically..and threaten LYC with closure..if boxes arent ticked..this to placate the people by proving their due dilligence.
    Delay in production..no..delay in Licenses..yes.
    Economically you couldnt pick a better time for a new industry to open..if GFC2 hits,LYC will be employing..ie and all the other spin offs...not retrenching.The Gov. is very conscious of global turmoil,its in their interest to get this project going quickly..another reason delay is economic/political suicide.
