I can understand this, but the problem I'm seeing is that this is a live company. A company has running costs involved. A company cannot survive on it's equity alone without generating revenue. Revenue will come from actually extracting the metals from the ground - a.k.a mining.
Will the company stay alive until that date at which WA changes the legislation? or will the revenue base (generated from vanadium, titanium, etc) not be enough to keep the company running by this point in time? It's a risk, and must be factored in.
Of course this is research I must do on my own... in order to make my own decision.
