Europeans are used to bicycles and mopeds so scooters aren't a big step. Quite different to here.
And they are used to no helmet cycling.
I see already the naysayers are waffling. It's one thing to have an opinion but it needs to be based on evidence.
I was in London last year. I was a bit surprised how may scooters there were given the weather but when you look at their little streets it makes a huge amount of sense.
Australia's big cities centres are already embracing scooters. Cycling is booming as well. And, as we know, inner city living is growing rapidly. Even in large country centers scooters will get you around if you've got a suitable surface to ride one on.
I'm not sure about how they park them in Europe. As they displace cars in city centres there will be plenty of space for parking ( and charging ) them I guess.
