i have not lost faith Don't worry, be happy.

I have the house on CAZ (1%). Lost a couple of rooms of late, though. Considering adding some more too.

The only decision that the Minister must make is whether the application (ie CAZ's) should not be granted on "REASONABLE GROUNDS IN THE PUBLIC INTEREST". It is unclear in the Act if the Minister should even consider who is the next applicant in line if CAZ's application is refused.

Either way, the factors that I can think of that the minister might take into account (in order of hard to soft) are:
a) Revenue to the state (the sooner the better)
b) Increased employment
c) Encourage further exploration and development in WA
d) Reinforce the "use it or lose" principle
e) Uphold consistency and the rule of law
f) Minimise risk of legal challenges
g) Enhance the reputation of the state, government and the Minister himself

Can anyone:
1. Think of any additional relevant factors
2. Put forward an argument (based on these factors) that CAZ's application should be refused?

As I see it, factors a) to f) all favour the Minister rejecting RIO's request to refuse CAZ's application.
