I think two additional BIG facts which will influence the minister's decision are:
* If CAZ did not discover the potential of Shovelanna then this lease may have remained dormant for many more years.
* CAZ has displayed an aggressive outlook with all their leases.
It's that good old fashioned Aussie trait of 'get up and go and get the job done'.
Surely these two facts will play a big part in the minister's assessment, since they are indeed "REASONABLE GROUNDS IN THE PUBLIC INTEREST".
