    I think you've put your finger on it. The P/E ratio shows a clear distrust that the "E" is for real. The fact that this company has actually paid a dividend to shareholders is a massively redeeming feature. You're very brave, having thrown money at Chinese companies before, and lost it.

    Nevertheless, I'm tempted.
