IMO Can-do country should have been kept as our national capital centred around Parliament, Defence, Secret Service, AFP, Treasury and very small numbers of various departmental personnel. That is, a small town fulfilling a particular function.
The biggest would be defence and training eg ADFA, etc.
The vast bulk of the operating departmental personnel should be in the States, not Can-do country!!
