Chewy its an easy fix to basically the main health problem in most people. Tooth decay also causes alot of other medical problems. I have not seen decent evidence to get rid of fluoride in water. Its benefits from what the majority of medical science has seen thus far outweigh the costs.

Cigs, trans fat and alchol seem to be the only other factors which would benefit community health if directly tackled.
