Looks like one member of NWIOA isn't expecting an outcome too soon. From slide 7 of the FRS presentation released today. Just what does "line of sight" actually mean?

"Expect ?line of sight? on rail outcome by mid 2010

State Agreements(1964) and RTA(1987) ?rail haulage obligation Full WA Supreme Court (Hancock Case 2003)
Judges? decisions set rail haulage parameters:
?...the railway line cannot be regarded simply as a private facility owned by (BHPB), albeit established at their expense, for from the outset it was envisaged that the railroad was not for the exclusive use of (BHPB).? per Hasluckat paragraph 77

? I have only slight sympathy for (BHPB?s) unwillingness to deal with a prospective third party. While I accept that there are costs involved, I regard that burden as an incident of (BHPB?s)privileged position under the Mount Newman Agreement.? per Templemanat paragraph 32
The WA Premier supports the equitable access to rail infrastructure and theneed to avoid unnecessary infrastructure duplication

ACCC approval for NWIOA to negotiate as a group
Alternative via TPI Access and other scenarios"
