I don't agree. If they wanted RLL for a song they could have run it into the ground, sacked the employees and sold off the tenements for next to nothing. Then put it all back together.
What do you expect RLL to float for? They need 100m just to build the plant plus 12mths working capital. The float will need to be 150m-200m. That's a fair bit for a startup company that is 12mths away from production.
