You don't need a bot to do this.All you do is re-submit your order and it goes to the end of the queue.
But,yes bots should be banned for giving the deep pockets the opportunity to unfairly manipulate the market by being able to (for instance)buy or sell many, many market orders of 1 or 2 shares at a time to drive prices down when required.If you or try this it will be rejected as an unmarketable parcel.
